On Jul 13, Papertrail's email provider experienced intermittent authentication issues, as described here: http://status.mailgun.com/incidents/5jz5w33sx2qv

As a result, nearly half of the email alerts sent between 11:00 and 12:48 UTC were dropped. The authentication issues have since been fixed, but any alerts dropped during this timeframe will not be resent.
